WAR MERIT IRON CROSS 2ND CLASS 1939 WITH SWORDS - RIBBON BAR

 The War Merit Cross with swords second class awarded servicemen whose acts of bravery were above duty, but did not meet the criteria for the Iron Cross. These acts could be of bravery, not under direct enemy fire or planning/conducting combat operations. All members of the army were eligible regardless of rank, and the Allies not German.
